In Montenegro, over 93% of the population uses mobile phones. Cellular communication is provided by three mobile operators in Montenegro: Telenor (code 069), T-Mobile (code 067) and M: Tel (code 068). The first two are branches of international European operators. In every major city, including the seaside, their offices are located in close proximity. All three operators also keep up with the quality of the communication provided. Since 2009, the 3G standard has been introduced in Montenegro, which allows the use of video calling and fast access to mobile Internet on the phone. Since 2011, it has been actively introduced to the use of 4G technology (UMTS, HSDPA), increasing the speed of access to the mobile Internet to 100 Mb / s.
If the speed of mobile internet is important to you, you’d better take advantage of one of Telenor’s offers. He is the most “frisky”. Competitors, while claiming 4G +, are actually inferior to Telenor in terms of speed.
According to operators’ statistics, the total of three mobile telephony players in Montenegro covers over 91% of the country’s territory . Regions without settlements or roads remain uncovered. For example, mountain ranges or canyons of mountain rivers. Therefore, we can safely say that mobile telephony in Montenegro is available almost everywhere. However, due to the mountainous terrain in some places on the road between the rocks, the net is not caught well. But it is worth driving 1-2 kilometers and you are available again.
You can buy the SIM card of any operator at any souvenir shop, kiosk, grocery store or company office. By law, any SIM card that is used for more than 7 days must be registered for a specific person according to the passport. A SIM card with a passport can only be registered at the operator’s premises. When buying a SIM card at a kiosk or shop, you do not provide passport details. Such a SIM card will stop working after 7 days. You can go with her to the operator’s office and sign up. And you can buy a SIM card at the operator’s office and then you will be immediately asked for a passport and registered when selling it. Such a SIM card will live as long as you replenish it. If you haven’t had top-up for more than 30 days, the number can be unlinked.
Admittedly, there are always queues at the operators’ offices. This allows you to spend up to 40 minutes of your time buying a SIM card in the office. You can’t help it.
When you buy the number, the starting amount is already on your account. This is usually the price of a SIM card.
Prices for the use of mobile communications for all mobile operators in Montenegro are approximately the same. I will provide an indicative price list for the use of mobile communication:
- calls to the CIS countries – 1-2 € per minute,
- call within Montenegro – 0.13 € per minute,
- SMS – 0,06 €,
- 100Kb – 0,15 €,
- all entries are free.
Of course, mobile operators offer a small range of tariffs, but their differences do not matter to tourists.
Tariffs for mobile Internet
They differ for each operator, and additionally they change from year to year. Up-to-date information can be obtained from the operator’s office or on the website.
In summer 2021 , Telenor offers 500 GB travel packages:
- for €10 – for 15 days,
- for €15 – for 30 days.
T-Mobile has a “500 units” package that you can spend however you like. 1 unit = 1 GB / 1 minute / 1 SMS. Price:
- 5 € – for 7 days,
- €10 – for 15 days.
M: Tel offers prepaid packages:
- 400 GB for 5 € – na 7 dni,
- 500 GB for 10 € – na 15 dni,
- 500 GB for €15 – for 30 days.
True, with these packages, you need to remember a small nuance. If you miss it, the money will “go nowhere”. The package must be activated. Otherwise, your Euro will be charged at the standard rates. The best way to do this is to ask for the activation manager at the office.
Mobile Internet can be purchased in the set “as a gift”. Modem + GB costs 20 – 30 euro.
How to top up your mobile phone account in Montenegro?
Each operator allows you to top up your balance via the Internet with a bank card.
You can top up the account of any mobile operator in Montenegro using cards with a secret code under a protective removable layer (“voucher”), instant payments at kiosks and all grocery stores (“electronic payment”) or through the usual orange and lilac terminals that have even Russian.

The main rule is that each number begins with an international country code. If you have a Russian number starting with 8 stored in your phone, outgoing calls will not be made and SMSs will not be sent. Instead of eight, you need to replace +7 (or 007). Everything else is as usual.
Internet in Montenegro
According to the same official statistics, 46.5% of the Montenegrin population regularly uses the Internet. Of these, about 60% are over ADSL, i.e. via telephone cable at high speed. You can only connect if you already have a landline phone. There are still very few leased lines with a separate cable in Montenegro.
If you came to Montenegro for your stay, you have three ways to be online.
1. Free Wi-Fi in numerous cafes, restaurants, hotels and even in many villas. There are more and more such access points every year. The speed is quite high, comparable to a good ADSL channel. As a rule, it is distributed without restrictions. You can always ask for the password from the waiter or at the reception. The main thing is to sit closer to the institution’s Wi-Fi antenna, i.e. to the router.
2. USB modem with SIM card one of the mobile operators (see photo). Thanks to it, you can be online wherever your laptop or tablet is active and where it answers the phone (i.e. almost anywhere). However, you’ll only get high speed if you find a spot where the phone will grab 100%. The weaker the signal, the slower the speed. The maximum speed in Montenegro, as I wrote above, is just over 21 Mb / s.
A USB modem with a SIM card can only be purchased at the offices of cellular operators upon presentation of a passport. Such a set costs from 19 to 50 euros, depending on the operator and modem. But this Internet is not unlimited. Each operator offers its own tariff, but on average it is around 5 euros for 1 GB of traffic (inbound and outbound in total).
3. Internet on the phone. To connect a smartphone or tablet to the mobile Internet, insert any local operator’s SIM card into it and create a new connection. You can ask to create a new connection at the operator’s office while standing in line. You can call the local operator’s service center and try to explain yourself in English. And you can delve into the settings yourself. Below I provide data for each operator, which should be enough to establish a connection on your own. Fill in the proxy fields only if the connection does not work without them. Don’t forget to turn on 3G in your phone settings (if available)
