Algeria has more than 90,000 kilometers of national roads, including 30,000 kilometers of main roads or national roads (RN) and 20,000 kilometers of secondary roads or Chemins de Wilaya (CW). The remainder of the road network consists of tertiary but generally accessible roads and roads called Chemins Communaux (CC), which mainly serve rural areas in the north and the Sahara. The main road system in the RN and CW is managed by the Department of Public Works and its regional services, known as the Infrastructure Management Bureau. The Ministry of the Interior, Municipality and Tourism and local authorities are responsible for third-class roads. The road network is unevenly distributed across different regions but accurately reflects the country’s topography and demographics. Therefore, the network is more developed in the northern coastal areas where economic activity and population are most concentrated.

In the south, there are a limited number of national highways connecting a few densely populated areas.Three main east-west highways run through Algeria, connecting Morocco and Tunisia, and three additional highways run from north to south. The most extensive highway project, however, is a trans-Saharan highway known as the Road to African Unity. It runs south from Golea through Tamanrasset to the southern border and branches before reaching Niger and Mali.

Fleet data on Algerian roads is neither easy to obtain nor reliable, mainly because vehicle registration data are not adjusted for vehicle scrapping. According to the best estimates, the number of privately owned cars and trucks in the early 1990s was well over 1 million. That number is expected to rise as the government further eases car import restrictions for migrant workers returning to Algeria. Government trucks account for approximately 80% of the total fleet capacity.

The speed limits in Algeria

Generally speaking, not only in Algeria but all over the world, every road has a certain speed limit. They are obliged to obey the speed limits set by the authorities on the roads to ensure that drivers drive safely. Additionally, Algerian road authorities are very strict when it comes to road traffic rules and regulations. That’s why it’s important to follow them.

For newly licensed drivers, the speed limit is 80 km/h. Also note that speed cameras are common in Algeria. Driving statistics in Algeria show that speeding is one of the causes of serious accidents on the roads. From 101 km/h to 110 km/h, a second-degree violation, and the fine is 2,500 DZD, i.e. less than 10%.

From 121 km/h to 130 km/h, a fourth-degree violation, and a fine of 5,000 DZD, i.e. a rate of 20% to 30%.

From 118 km/h and above is considered a misdemeanor, i.e. a rate of more than 30%.

  • The fine for these violations ranges between 2000 and 2500 AD.

This fine is imposed if a person violates certain provisions related to:

  • Traffic signals and lighting.
  • Vehicle and driving license documents.
  • Using a device that does not comply with the vehicle specifications.
  • In this violation, the driver can keep his driving license through a receipt given to him for up to 10 days, and if he does not pay the fine during these days, the car license is suspended for 60 days, and in addition to trends, the fine reaches 2,500 dinars.
  • This fine is also imposed on pedestrians if they do not respect traffic rules, including using protected lanes, and a fine of up to 2,500 AD can be imposed on the violator.

Second-degree violations Algeria

  • The fine for this violation ranges from 2000 to 3000 AD.

This fine is imposed if a person violates certain provisions related to:

  • The speed of a vehicle with or without a motor or trailer.
  • Use alarms.
  • The person’s obligation to turn on the lights of a vehicle pulled by animals.
  • Passing a vehicle in the middle of the road or on sidewalks, lines, lanes, or sides of transport vehicle traffic.

Third degree crimes Algeria

  • The fine for this violation ranges from 2000 to 4000 AD.

This fine is imposed when a person violates the provisions relating to:

  • Parking the car dangerously and suddenly, and not paying attention to the distance between cars in its path.
  • Children under 10 years old should not be taken to the front areas.
  • Parking the car in a way that obstructs traffic and does not respect the rules of driving a car.
  • Damage to public roads or anything caused to them.
  • Passing vehicles with trailers in traffic lanes without registration plates.
  • Car fumes and noise, in addition to gases.
  • Insufficient equipment to enable the driver to see the area around him adequately.
  • Putting something on the glass changes its color and makes it dark.
  • Hiding changes to the car, not informing officials of the transfer of ownership, and changing the driver’s place of residence without informing the responsible authorities.
  • The driver can keep his driving license for up to 10 days, and if he does not pay the fine within that period, the car license will be suspended for 60 days and the fine will be raised to 4,000 Algerian dinars.

There is also another type of third-degree violation, and a financial fine is imposed if these matters are violated:

  • Not using a seat belt.
  • Traffic violation on railways on the road.
  • Driving some types of cars in places not designated for them.
  • Failure to control the speed of the trailer vehicle in some places.
  • Do not wear a motorcycle or motorbike helmet.
  • Use lighting and signaling devices for cars that move independently.
  • Standing aimlessly on the emergency stop tape and not complying with the laws related to it.
  • Using a mobile phone while driving.

  • The driver can keep the driving license for two days, and if the fine is not paid during this period, it increases to 4000 AD.

Fourth degree violations Algeria

  • Failure to comply with traffic signals and traffic priority.
  • Car maneuvers on highways.
  • Trends speeds up the car while someone else is trying to overtake.
  • The car drives without lights or stops suddenly in the middle of the road at night.
  • Standing on railway lines and walking at forbidden crossroads, as well as bridges carrying a certain load.
  • Failure to follow the maximum load for each axle.
  • The speed recorder is not installed.
  • The nature of car tires and non-compliance with them, as well as for cars, trailers and semi-trailers.
  • Audio-visual devices installed in the front of the vehicle.
  • The driver can keep his driving license for two days, and if he does not pay the fine within two days, it increases to 6,000 Algerian dinars.

Some misdemeanors and their punishment Algeria

Negligent homicide and wrongful injury:

If the injury or death occurs accidentally and the reason for this is the driver’s recklessness, negligence, or failure to adhere to traffic rules, the following shall be punished:

  • In the event of manslaughter, the driver shall be punished with imprisonment from six months to two years, a fine from 20,000 to 100,000 pounds, and his license suspended for three years.
  • However, if there is an accidental wound, the driver is sentenced to imprisonment from two months to two years, pays a fine from 20,000 to 100,000 pounds, and the license is issued for a year, but the driver’s license is not canceled according to Article 289 of the Penal Code.

Accidental death or injury due to drunkenness

If the injury or death occurred accidentally and the reason for this was drunkenness or narcotic substances, the driver shall be punished for that:

  • In the event of unlawful killing, he is sentenced to imprisonment from two to five years, a fine from 100,000 to 300,000 pounds, and his license is suspended for 4 years.
  • However, if an injury occurs accidentally, the driver will be sentenced to imprisonment from one to three years, pay a fine ranging from 50,000 to 150,000 pounds, and his license will be suspended for two years.

But if the injury or death occurred accidentally and caused by:

If a person drives his car dangerously and does not adhere to speed limits, does not adhere to driving laws while performing dangerous maneuvers and driving on back roads and prohibited roads, or the driver does not adhere to the permitted and appropriate lighting while using a mobile phone, the penalty will be imposed as follows:

  • In the case of manslaughter, the driver shall be punished by imprisonment from one to three years, a fine ranging between 50,000 and 200,000 pounds, and the suspension of the driver’s license for a period of 4 years.
  • As for the wrongful wound, the driver will be imprisoned for a period of 6 months to two years, pay a fine of 20,000 to 50,000 pounds, and his driving license will be suspended for two years.

However, if an injury or killing occurs and the person attempts to escape his responsibility, the punishment shall be as follows:

  • If there is an unlawful killing, the driver is sentenced to imprisonment from 2 to 5 years, pays a fine of 100,000 to 200,000 pounds, and the driver’s license is suspended for 4 years.
  • As for the wrongful injury, the driver will be imprisoned for one to three years, pay a fine of 50,000 to 150,000 pounds, and have his driver’s license suspended for two years.
